The finished invoice should identify the supplier, customer, goods or services, taxable base, VAT rate, VAT amount, payment terms, and issue date clearly enough for the buyer and accountant to process it without follow-up.
Romania uses VAT, locally TVA, under the EU VAT framework and Romania's Fiscal Code. A Romanian VAT invoice follows the EU/Romanian VAT invoice framework with an issue date, unique sequential number, seller and buyer names and addresses, VAT identification details where applicable, supply description and quantity, supply date when different, taxable amount by rate, VAT rate, and VAT payable.
A VAT-registered Romanian supplier shows its Romanian VAT identification number on VAT invoices. EU VAT numbers can be checked through the European Commission's VIES service, which matters when the buyer is in another EU country. Romania's standard VAT rate is 21% for taxable supplies that are not exempt and do not qualify for the reduced rate.
Romania also applies an 11% reduced VAT rate to qualifying goods and services, with eligibility tied to the category supplied. Keep the VAT rate visible on the invoice line or in the tax summary, then show the taxable base and VAT amount. Romania's currency is the Romanian leu, and Romanian VAT accounting is reported in lei, even when the commercial invoice is denominated in another currency.
Romania has a B2B RO e-Factura mandate from January 1, 2024 for taxable persons established in Romania and for non-established taxable persons registered in Romania for VAT purposes. Electronic invoices in the RO e-Factura system must be submitted within five calendar days after issuance, so the invoice date starts a real operational deadline.
The domestic SME VAT exemption threshold is RON 395,000 annually, with no sectoral thresholds. Businesses under that scheme are released from full-invoice obligations, but the invoice still needs enough commercial detail for the buyer to identify the transaction. Avoid treating the threshold as a tax rate. It is a registration and obligation threshold, not a line item.
