Use this page when you need a client-ready invoice for work, goods, services, or reimbursable costs connected to Romania. The finished document should identify the parties, show the commercial terms, describe the supply, and separate taxable amounts from VAT where Romanian VAT applies. A downloadable invoice is useful for a one-off bill, a draft for accounting review, or a record to attach to client correspondence.
Romania uses VAT, locally TVA, under the EU VAT framework and Romania's Fiscal Code. The standard VAT rate is 21% for taxable supplies that are not exempt and do not qualify for a reduced rate. Romania also applies an 11% reduced VAT rate to qualifying goods and services, with eligibility depending on the supplied category. Use the correct tax label, rate, and taxable base before sending the invoice.
A Romanian VAT invoice follows the EU and Romanian VAT invoice framework. Include the issue date, a unique sequential number, seller and buyer names and addresses, VAT identification details where applicable, description and quantity of goods or services, the supply date when it differs from the issue date, taxable amount by rate, VAT rate, and VAT payable.
VAT-registered Romanian suppliers show their Romanian VAT identification code on VAT invoices, and EU VAT numbers can be checked through the European Commission's VIES service. Romania's currency is the Romanian leu, and Romanian VAT accounting is reported in lei. An invoice can use another commercial currency, but Romanian VAT amounts must be converted for tax reporting where Romanian VAT is due.
Downloading a PDF gives you a readable commercial record, but Romanian B2B invoicing has a separate electronic reporting step. Romania's RO e-Factura mandate applies from January 1, 2024 to taxable persons established in Romania and to non-established taxable persons registered in Romania for VAT purposes. Electronic invoices in RO e-Factura must be submitted within five calendar days after issuance.
Payment timing also belongs in the invoice review. For EU B2B late-payment rules applied in Romania, if the contract does not fix a payment period, late-payment interest becomes payable 30 calendar days after the client receives the invoice or payment request. For January 1, 2026 through June 30, 2026, the EU late-payment table lists Romania's statutory late-payment interest rate as 14.50%.
A free downloaded invoice is enough when you have a single transaction, the VAT treatment is clear, and the accounting or RO e-Factura submission step is handled separately.
