Build a usable receipt record

A receipt for Romania should confirm who paid, what was supplied, the amount charged, the date of payment, and the invoice or order it relates to. Treat it as a transaction record, especially when the buyer needs proof for bookkeeping. Use Romanian leu amounts where the tax record is kept in RON, even if the commercial price was agreed in another currency.

The receipt should not replace a required VAT invoice. Romanian VAT invoices follow the EU and Romanian VAT invoice framework, with issue date, unique sequential number, supplier and customer details, VAT IDs, supply details, taxable base, VAT rate, and VAT amount. A receipt works best when it points back to that invoice number and confirms the payment status.

Include Romania-specific VAT details

Romania uses VAT, locally TVA. For VAT-registered taxable supplies, show the Romanian VAT identification number where applicable and label the tax correctly. Romania's standard VAT rate is 21% for taxable supplies that are not exempt and do not qualify for a reduced rate. The reduced VAT rate is 11% for qualifying goods and services.

Businesses using Romania's domestic SME VAT exemption threshold of RON 395,000 are released from full-invoice obligations under that scheme, so the receipt should not pretend VAT was charged when the supplier is not charging VAT. For VAT-registered suppliers, separate the taxable base, VAT rate, VAT amount, and total so the buyer can reconcile the receipt against accounting records.

Match receipts to invoices and payment terms

A clean receipt references the invoice number, issue date, customer name, payment date, payment method, and amount paid. That link matters because Romanian B2B invoicing uses RO e-Factura for taxable persons established in Romania and for non-established taxable persons registered in Romania for VAT purposes. Electronic invoices in RO e-Factura must be submitted within five calendar days after issuance.

Payment terms also affect the record. Under EU B2B late-payment rules applied in Romania, if the contract does not set a payment period, late-payment interest becomes payable 30 calendar days after the client receives the invoice or payment request. For January 1, 2026 through June 30, 2026, the EU late-payment table lists Romania's statutory late-payment interest rate as 14.50%.
