Romanian tax thresholds and local contracting rates are stated in lei/RON, even when international marketplaces quote Romania rates in USD or EUR.

With 1,480 billable hours, the required rate is RON 160.00 per worked hour.
For 2026 PFA social-contribution thresholds, Romanian freelance-tax publishers use the RON 4,050 gross minimum wage base. That makes 12 salaries RON 48,600, 24 salaries RON 97,200, and 72 salaries RON 291,600. CAS becomes mandatory when annual net independent income reaches at least 12 gross minimum salaries.
For a PFA in the real system, income tax is 10% of taxable annual net income after deductible CAS and CASS are subtracted from fiscal net income. CASS for independent activity is 10% of net income, with a 2026 maximum base of 72 salaries. From September 1, 2025, Romania's small-enterprise VAT exemption threshold is RON 395,000 annual turnover.
