IRS Publication 583 lists invoices among supporting documents that record business transactions and show amounts and sources of gross receipts. An invoice is separate from a receipt, estimate, or quote. The invoice requests payment for work performed or goods sold. A receipt proves payment received. An estimate gives a pre-work price expectation, and a quote gives a firmer pre-work offer. Mixing those documents creates approval delays because the buyer cannot tell whether they owe money now or only reviewed a proposed price.

The United States does not use a national VAT or GST invoice regime, and there is no United States VAT/GST registration number for invoices. Sales and use tax obligations come from state and local jurisdictions. Rates depend on the applicable state and local rate, nexus, product or service taxability, and the place of sale.

Service taxability needs specific review because states treat services differently. California generally taxes retail sales of tangible personal property and only some service or labor charges, while Texas defines 16 broad categories of taxable services. A seller that makes taxable sales may need state-level sales-tax registration, such as a California seller's permit for covered retail activity in California.
