Set the estimate against the smallest to-do that still represents a real deliverable. Include review, revision, coordination, and setup time when those activities belong to the same outcome. Use the due date for timing and the estimate for effort. A due date or date range records timing; estimated hours show how much work the to-do is expected to take.
An over-estimate result means the recorded time exceeded the planned hours for that to-do. Treat it as a scope review prompt before calling it a productivity issue. The estimate missed hidden work, the to-do combined too many steps, or the actual hours include unrelated cleanup that should have been logged elsewhere.
Under-estimate results show where planned effort was higher than actual time. That can improve future budgets when the records are complete and the to-do was finished as described. Check for missing time before reducing the next estimate. A pattern of completed, well-documented to-dos finishing below plan gives stronger evidence than one isolated under-run.
