Set the project billing status as the default rule, then handle exceptions before review. A billable project can price work by project rate, member rate, or fixed fee. A specific to-do can be marked non-billable inside a billable project. On member-rate projects, setting one person's project rate to 0 excludes all of that person's time from billable totals, so use it deliberately.
