A Vietnam billable-hours calculation answers three practical questions: how much approved service time is chargeable, what the VAT-exclusive service value is in VND, and what the client-facing VAT-inclusive total becomes. For ordinary domestic professional services, Vietnam's VAT Law starts from the 10% standard-rate rule for goods and services outside the 0% and 5% categories.
For eligible standard-rate goods and services, Resolution 204/2025/QH15 reduces the 10% VAT rate to 8% from July 1, 2025 through December 31, 2026. That reduction excludes specified sectors, including telecommunications, finance, banking, securities, insurance, real estate, certain metals and minerals, and special-consumption-tax goods and services. The calculation must therefore separate the service value from the tax decision.
Start with approved billable hours by role, task, or service line. Multiply each hour total by its agreed hourly rate, then add the line values. For example, a Vietnam implementation project includes 42 approved consultant hours at VND 1,200,000 per hour and 18 approved quality-review hours at VND 900,000 per hour.
The consultant line is VND 50,400,000, and the quality-review line is VND 16,200,000. The VAT-exclusive service value is VND 66,600,000. If the service qualifies for the temporary 8% standard-rate reduction, VAT is VND 5,328,000, making the VAT-inclusive invoice total VND 71,928,000. If the service is not eligible for the reduction, use the applicable VAT treatment instead.
Do not treat payment date as the only event that matters. For services in Vietnam, VAT is determined when service provision is completed or when the service invoice is issued, regardless of whether the invoiced amount has been paid. Vietnamese invoices for services must be issued upon completion of service provision, whether or not payment has been received.
If payment is collected in advance or during performance, an invoice is issued when each payment is collected, with specified deposit exceptions for several professional services. A service invoice must show the VAT-exclusive amount, VAT rate, VAT amount, and VAT-inclusive total. That layout keeps the billable-hours math readable and gives the client the tax breakdown needed for review.
A one-off calculation is enough when the work is finished, the approved hours are final, the VAT treatment is clear, and the invoice has only a few service lines. It is also enough for checking whether an agreed quote still matches the actual VND value of billable time before the invoice is issued.

Confirm the service category before applying 0%.
The invoice should match the calculation line by line: service name, quantity or service cycle where applicable, unit price where required, VAT-exclusive amount, VAT rate, VAT amount by rate, total VAT payable, and VAT-inclusive total. A mismatch between approved hours and the VAT-exclusive amount is the fastest way to create a client dispute.
If the parties have no agreement and no established payment custom, the statutory payment time for services is when service provision is completed. For delayed payment of service charges or other reasonable fees, the aggrieved party may claim interest for the delayed period at the average market interest rate for overdue debts, unless the contract or law provides otherwise.
