Use this page to prepare a quote for work sold to an Indonesian client, supplier, or project owner. The finished document should show who is selling, who is buying, what will be delivered, the quoted price in rupiah, the validity period, and the terms that control acceptance. A quote is a commercial offer, so it should remove ambiguity before the buyer issues a purchase order or asks for a revised price.
Treat the quote as a pre-invoice document. It can carry tax estimates, delivery notes, and payment assumptions, but it is not a Faktur Pajak. In Indonesia, a Faktur Pajak is the VAT invoice used under PPN, and only a Pengusaha Kena Pajak, or PKP, must issue one for taxable goods or taxable services. Non-PKP persons or entities are prohibited from issuing a tax invoice.
A useful quote starts with seller and buyer identity, quote number, issue date, expiry date, project description, and acceptance instructions. Add line items for each service, product, milestone, or package. Each line should state the unit, quantity, unit price, discount, and subtotal. For Indonesian work, show amounts in IDR or Rp unless the parties have agreed to another commercial presentation.
PPN belongs in the pricing section, not buried in notes. Indonesia's indirect tax on taxable goods and taxable services is Pajak Pertambahan Nilai, commonly abbreviated PPN and equivalent to VAT. The standard PPN rate is 12% from January 1, 2025, while a 0% PPN rate applies to qualifying exports of tangible taxable goods, intangible taxable goods, and taxable services for consumption outside Indonesia's customs area.
A quote can estimate PPN, but it does not replace the formal tax invoice. A PKP issues a Faktur Pajak at the time of taxable goods or services supply, when payment is received before supply, when a term or milestone payment is received for partial work, or another time set by Ministry of Finance rules. That timing matters when a quote turns into a paid project.
The later Faktur Pajak requires details that a quote often previews but does not finalize. It must include seller name, address, and NPWP, buyer identity with NPWP, NIK, passport number, or other applicable details, line-item amounts, discounts, PPN collected, luxury-goods sales tax where applicable, invoice code, serial number, issue date, and authorized signature. PKP users handle electronic tax invoices through the DGT e-Faktur system.
A one-off quote is enough when you need a single price for a fixed scope, a simple milestone, or a short engagement with no recurring work. Keep the document clear, store the accepted version, and use it as the reference point when you create the invoice. This approach works when the quoted price is stable and no team needs to track changing billable work.
