An NGO invoice is useful when you need to bill for contracted services, reimbursement, membership fees, event sponsorships, project costs, or earned revenue. The agreement controls the structure. A federal award reimbursement request needs award identifiers, cost categories, and support for the costs claimed. A donor gift of $250 or more belongs in a charitable acknowledgment, not a standard commercial invoice.
Start by naming the payer, recipient, invoice date, invoice number, payment terms, and the project or award reference. Add line items that match the payer's review process, such as personnel, travel, supplies, subcontractor costs, indirect costs, or service fees. For federal awards, costs charged to the award must be necessary, reasonable, allocable, consistent with award limits and accounting policies, and adequately documented.
Grant and contract billing starts with the payment basis. U.S. federal awards may use advance payments, reimbursement, or working capital advances depending on the recipient's systems, award conditions, and reimbursement feasibility. Fixed amount federal awards can pay by agreed milestones, unit prices, or completion, with the payment basis set in advance in the award.
Personnel charges need stronger support than a plain summary total. Salary and wage charges to U.S. federal awards must be backed by records that accurately reflect work performed and allocate pay among activities or cost objectives when employees work across awards or activities. For nonexempt employees, records must also show the total number of hours worked each day.
NGOs often handle money that looks similar in accounting software but requires different paperwork. A payment over $75 that is partly a contribution and partly for goods or services needs a written quid pro quo disclosure for a U.S. charity. The disclosure states that the deductible amount is limited to the excess over the value received and gives a good-faith estimate of that value.
The United States does not use a national VAT or GST invoice regime. Sales and use tax obligations come from state and local rules, with rates, nexus, and service taxability varying by jurisdiction. A U.S. tax-exempt organization that earns $1,000 or more of gross income from a regularly carried-on unrelated trade or business must file Form 990-T for unrelated business income.
A one-off invoice works for a single event sponsorship, a simple membership renewal, or a fixed service fee with no time detail. It should still show the payer, NGO details, invoice number, date, payment terms, description, amount, and any contract, grant, or purchase order reference the payer needs to approve the bill.

An NGO invoice should include the organization name and address, payer details, invoice date, invoice number, payment terms, line-item descriptions, amounts, and payment instructions. Add the grant, contract, membership, event, or purchase order reference when the payer uses that reference for approval. For U.S. federal contracts, FAR proper-invoice rules define specific fields.
A federal award reimbursement request should follow the award's payment terms and include cost support tied to the claimed period. The federal agency or pass-through entity must pay within 30 calendar days after receiving the payment request unless it reasonably believes the request is improper. Costs still need documentation showing they are necessary, reasonable, allocable, and allowed.
An NGO can invoice indirect costs when the award or contract allows them. Recipients and subrecipients without a current federally negotiated indirect cost rate may elect a de minimis indirect cost rate of up to 15% of modified total direct costs, used consistently across federal awards until they obtain a negotiated rate.
A charitable contribution is usually handled with a donor acknowledgment rather than an ordinary invoice. For U.S. charitable contributions of $250 or more, the donor needs a contemporaneous written acknowledgment with the organization name, cash amount or property description, and a statement about whether goods or services were provided.
Recipients and subrecipients must retain federal award financial records, supporting documentation, and statistical records for three years from final, quarterly, or annual financial report submission. The period extends when unresolved litigation, claims, audits, or written agency notices require longer retention.
