An NGO invoice usually starts with the payer relationship: grant reimbursement, service contract, membership billing, event sponsorship, or program fee. The document should identify the organization, payer, invoice date, invoice number, payment terms, remittance details, and the grant, contract, purchase order, or program reference that lets the payer match the charge to its records.

For grant-funded work, the invoice should line up with the award budget and reporting period. Common lines include personnel, fringe, travel, supplies, subcontractor costs, indirect costs, or approved program expenses. For a consulting-style service contract, the same NGO may invoice by milestone, monthly retainer, or hourly service line, with the scope stated plainly enough for finance review.

Match invoices to award rules

U.S. federal award payment requests can use advance payments, reimbursement, or working capital advances, depending on award terms and recipient systems. Reimbursement requests must be paid within 30 calendar days after receipt unless the federal agency or pass-through entity reasonably believes the request is improper. Fixed amount awards can use milestones, unit prices, or completion-based payment triggers set in advance.

Costs charged to U.S. federal awards must be necessary, reasonable, allocable, consistent with award limits and accounting policies, and adequately documented. Personnel costs need records that accurately reflect work performed, especially when an employee works across awards or activities. For nonexempt employees, federal award salary and wage support also needs daily records showing total hours worked.

Separate invoices from donations

NGOs often collect money through invoices and charitable gifts, and those records serve different jobs. A service invoice charges for a delivered service, membership, event booth, training session, or reimbursable cost. A charitable contribution receipt supports donor substantiation. For U.S. charitable contributions of $250 or more, the donor needs a contemporaneous written acknowledgment with the organization name, amount or property description, and goods-or-services statement.

Quid pro quo payments need special care. If a U.S. charity receives more than $75 and the payment is partly a contribution and partly for goods or services, it must provide a written disclosure explaining that the deductible amount is limited to the excess over the value received, plus a good-faith estimate of that value. Treat gala tickets, sponsorship packages, and benefit-event charges with that split in mind.
