Philippine invoice requirements and billing decisions

Create a BIR-ready invoice

A Philippine invoice supports the practical job of billing a buyer with the fields local tax rules expect. Persons subject to internal revenue tax must issue duly registered sales or commercial invoices at the point of sale for transactions of PHP 500 or more, whenever the buyer requires one, and VAT-registered persons must issue invoices regardless of amount.

Use the template to organize seller identity, buyer details, line items, tax treatment, payment terms, and totals in Philippine peso. The goal is a document the buyer can process without asking for missing TINs, missing descriptions, unclear VAT treatment, or a due date that conflicts with the agreed period to pay.

Fill the required invoice fields

A Philippine sales or commercial invoice must show the seller's name and Taxpayer Identification Number, transaction date, quantity, unit cost, and description of merchandise or nature of service. Printed sales or commercial invoices require BIR authority to print and must be serially numbered and show the user's name, TIN, and business address.

Line items should be specific enough for approval. A service invoice can show the service period, project name, description, quantity, unit cost, and line total. A goods invoice can show item description, quantity, unit cost, and total price. Keep discounts, taxes, and final amount due separate so the buyer can trace the calculation from each line to the invoice total.

Handle VAT and buyer details

The Philippines uses VAT as a national internal revenue tax. VAT is imposed at 12% of gross sales for goods or properties and at 12% of gross sales from services, including use or lease of properties. A VAT invoice must state that the seller is VAT-registered with its TIN, indicate that the total includes VAT, show the VAT amount as a separate item, and label VAT-exempt or zero-rated sales when applicable.

VAT-exempt treatment uses a threshold, not a blank tax line. Sales or leases of goods or properties and performance of services are VAT-exempt when gross annual sales do not exceed PHP 3,000,000, subject to CPI adjustment every three years. A person exempt from VAT under that threshold and not VAT-registered pays percentage tax equal to 3% of gross quarterly sales, except for stated exemptions such as cooperatives.

Choose template or managed billing

A one-off template works when you need to create a single invoice, confirm Philippine fields, and send a clean PDF or record to a buyer. It is enough for occasional billing when time, rates, and expenses already live somewhere reliable and the invoice does not need to be regenerated from project records.

A managed workflow fits recurring client work, hourly billing, or mixed-rate projects. Everhour separates internal cost rates from client-facing billable rates, supports default per-person rates with per-project overrides, preserves dated rate changes, and prices billable projects by project rate, member rate, or custom task rate. That keeps the invoice amount tied to the work record instead of a copied spreadsheet total.

Frequently Asked Questions

Which details make a Philippine invoice usable for tax records?

A usable Philippine invoice shows the seller's name, TIN, business address, transaction date, serial number, description or nature of service, quantity, unit cost, and totals. For printed sales or commercial invoices, BIR authority to print and serial numbering matter because the document must be traceable as a registered invoice.

Does a VAT-registered seller need to show VAT separately?

Yes. A VAT invoice must identify the seller as VAT-registered with its TIN, state that the total includes VAT, and show the VAT amount as a separate item. VAT-exempt and zero-rated sales need clear labels when those treatments apply, so the buyer does not treat every line as ordinary 12% VAT.

Which buyer details are required for larger VAT-registered transactions?

For sales of PHP 1,000 or more made to a VAT-registered purchaser, customer, or client, the invoice must include the buyer's name, address, and TIN. Leaving the buyer TIN blank can slow approval because the buyer may need the invoice for VAT documentation.

Should payment terms follow a fixed Philippine net-term rule?

No fixed national net-term rule appears in the invoice provisions cited here. Ordinary invoice due dates are set by the parties through the agreed period to pay. Write the due date, payment method, and any commercial terms clearly so the customer knows the exact deadline.

Can a non-VAT seller leave tax treatment unexplained?

A non-VAT seller should avoid presenting VAT as 0%. The facts are different: sales or services may be VAT-exempt under the PHP 3,000,000 annual gross sales threshold, and non-VAT taxpayers under that threshold generally pay 3% percentage tax unless an exemption applies. The invoice should match the seller's registration status.

How does Everhour keep Philippine invoice amounts tied to billable rates?

Everhour separates cost rates from billable rates, so internal labor cost and client-facing charges stay distinct. Teams can set default member rates, override rates on individual projects, date rate changes, and bill projects by project, member, or custom task rate.

How does Everhour support invoice preparation after time is approved?

Everhour turns uninvoiced billable time and expenses into client invoices, then calculates amounts from rates, time, and billable expenses while excluding non-billable work. Invoice data can be grouped by project, task, person, date, or another available breakdown before export.

Turn tracked work into invoices

Set billable rates once, keep dated changes accurate, and let Everhour connect approved project time to invoice-ready amounts for cleaner recurring billing.
