Match the billing model

The invoice should reflect the contract. A retainer works when the client buys a specified level of HR support over a stated period.

Time-and-materials or labor-hour billing needs more detail. List the labor category or person, the date or billing period, hours, rate, and any agreed materials or pass-through costs. A clear line might read: "Recruiting specialist, senior analyst search, March 1-15, 12 hours at $95 per hour." That gives the approver a service, period, quantity, and rate in one place.

Keep vendor and tax details straight

The United States does not use a national VAT or GST invoice regime, and private-sector invoices do not follow one prescribed federal format. For ordinary businesses, invoice content is mainly a recordkeeping and contract matter. Sales and use tax depends on state and local rules, nexus, the product or service taxability, and the place of sale.

Client billing files should also keep the vendor's tax identity separate from the invoice layout. For United States payers, Form W-9 collects the vendor's name, business name, federal tax classification, address, and taxpayer identification number. Form 1099-NEC is generally filed for each nonemployee paid at least $600 for services during the year, while card and certain network payments follow Form 1099-K reporting.
