What this calculation answers

A Ukraine billable-hours calculation answers how much client-facing work is worth before and after VAT, using the rate structure agreed in the contract. The basic result is a fee amount in UAH, Ukraine's national currency, where one hryvnia is divided into 100 kopiikas. The calculation also shows which hours should stay out of the invoice because they are internal, non-billable, written down, or outside the approved scope.

This matters for consultants, agencies, legal practices, software providers, and contractors that bill by time. Ukrainian law does not create one national billing increment for professional services, so the contract should state whether time is billed by the hour, quarter hour, tenth of an hour, fixed fee, or another method. For Ukrainian advocates, fee method and payment procedure are also set by the legal-aid contract.

Apply rates, tax, and terms

Start with approved billable hours by role, task, or service line. Multiply each approved hour group by its agreed UAH rate, then add the subtotals. If the supplier is a VAT payer and the service's place of supply is Ukraine, the standard Ukrainian VAT rate for taxable services is 20%. For listed professional services such as consulting, engineering, legal, accounting, auditing, software, and similar services, VAT place of supply generally follows the recipient's registered location.

For example, a Ukraine consulting project includes 17 approved advisory hours at UAH 2,400 per hour and 9 approved documentation hours at UAH 1,800 per hour. The pre-VAT fee is UAH 57,000. If 20% VAT applies, VAT is UAH 11,400 and the invoice total is UAH 68,400. If the supplier is not a VAT payer or the place-of-supply rule points outside Ukraine, do not add VAT solely because the work was measured in hours.

Avoid contract gaps

The biggest mistake is treating the calculator result as the whole invoice policy. The math needs contract terms behind it: billing increment, rate table, who approves time, whether travel or admin time is billable, how write-downs work, and when payment is due. Without those terms, two people can calculate different invoice totals from the same work log and both appear reasonable.

Payment timing is another calculation input when cash collection matters. In Ukraine, a monetary obligation is due on the date set by the contract. If no due date is set or payment is due on demand, the debtor must perform within seven days after the creditor's demand unless the contract or law requires immediate performance. For overdue monetary obligations, inflation adjustment plus 3% annual interest may apply unless another rate is set by contract or law.

When a calculator is enough

A calculator is enough for a one-off estimate, a draft invoice check, or a quick comparison between hourly and fixed-fee pricing. It works well when the hours are already approved, the rate table is simple, VAT status is clear, and the client contract already defines payment timing. In that case, the calculation is mostly arithmetic: approved hours times agreed rates, plus any applicable VAT.

How are billable hours priced for a Ukraine client?

Multiply approved billable hours by the agreed UAH rate for each role, task, or service category, then add the subtotals. The contract should define the rate, billing increment, approval process, and non-billable work rules. Ukraine does not impose a national professional-service billing increment, so do not assume 6-minute or 15-minute billing unless the client agreement says so.

When is 20% VAT added to Ukraine billable time?

Add 20% Ukrainian VAT only when the supply is taxable, the supplier is a VAT payer, and the place of supply is Ukraine. For listed professional services such as consulting, legal, accounting, auditing, engineering, and software services, the Tax Code place-of-supply rule generally follows the recipient's registered location. Does the UAH 1,000,000 VAT threshold change the invoice math?

The UAH 1,000,000 threshold affects mandatory VAT registration when taxable supplies over the preceding 12 calendar months exceed that amount excluding VAT, subject to Tax Code exceptions. It does not turn every billable-hours invoice into a VAT invoice by itself. The supplier's VAT status and the service's place of supply still decide whether VAT is added.

What payment due date should a Ukraine service invoice use?

Use the due date in the contract. If the contract has no due date or payment is due on demand, Ukrainian civil law generally requires payment within seven days after the creditor's demand unless immediate performance follows from the contract or law. Put the payment term on the invoice so the collection date is clear.

Is employee overtime pay the same as client billing in Ukraine?

No. Ukraine's Labour Code sets normal working time at no more than 40 hours per week, with collective agreements able to set a lower norm, and hourly-paid employee overtime is paid at double the hourly rate. That employment-pay rule does not set client billing rates for independent contractors, agencies, firms, or professional-service invoices.
