A billable-hours calculation answers three practical questions: how much approved work is chargeable, which hourly rate applies to that work, and what the client owes before and after VAT. For Iran, the legal currency unit is the Iranian rial, and machine-readable totals should use the ISO code IRR unless the parties contract in another currency.
The result matters before you send an invoice, compare collected revenue to actual work time, or decide whether a fixed-fee matter is still profitable. Keep non-billable admin time, written-off hours, and internal review time outside the client subtotal unless the contract makes those activities billable.
Iran's VAT law applies to supplies of goods and services, so billed professional time is generally a taxable service unless a specific exemption applies. Article 7 of the permanent VAT law sets goods and services tax and duties at 9%, except special goods covered by Article 26, but annual budget laws can change the applied rate.
For Iran's 1404 budget year, the reported applied VAT rate for persons subject to the VAT law was 10%. Reports on the 1405 budget bill say a proposed increase to 12% was rejected at committee stage, leaving VAT at 10% in that committee decision. Article 9 exempts specified service categories, including medical and preventive services, wage or salary services subject to employment income tax, banking, transport, and licensed educational, research, and sports services.
The core formula is billable hours times hourly rate, summed by role, task, or project. Then add VAT only when the billed service is taxable and no exemption applies. If a Tehran advisory project includes 18 approved consulting hours at 2,200,000 IRR per hour and 9 approved review hours at 1,800,000 IRR per hour, the taxable subtotal is 55,800,000 IRR.
At a 10% applied VAT rate, VAT is 5,580,000 IRR, making the invoice total 61,380,000 IRR. If a contract sets different rates by person, use each person's rate before adding the lines together. If the client approves a write-down, reduce the billable hours before calculating VAT so tax follows the invoiced amount.
A calculator is enough for a single invoice check when the hours, rates, VAT treatment, and payment deadline are already settled. In Iran, ordinary service-invoice payment timing is primarily contract-based because lawful private contracts are binding under Civil Code Articles 10 and 219, unless cancelled by agreement or legal reason.
