A Japan-focused quote should show the seller, buyer, quote date, validity period, scope of work, quantities, unit prices, discounts, tax treatment, total amount, payment terms, and acceptance instructions. Use Japanese yen for local billing unless the buyer has agreed to another currency. A clear quote gives both sides the same price basis before work starts or goods ship.
The quote also needs enough detail to become a clean invoice later. Japan uses Consumption Tax and Local Consumption Tax, rather than VAT or American sales tax. From October 1, 2019, the total Consumption Tax rate is 10% at the standard rate and 8% for reduced-rate items such as eligible food, drinks excluding alcohol and dining out, and certain subscription newspapers.
A quote is a pre-sale document, so it does not replace the qualified invoice buyers need for purchase tax credits. Japan's qualified invoice-based method began on October 1, 2023. In principle, buyers need qualifying ledgers and qualified invoices issued by registered qualified invoice issuers to take purchase tax credits.
Build the quote with the same structure the invoice will need: transaction details, reduced-rate indicators where applicable, totals separated by tax rate, applicable tax rates, and Consumption Tax amounts in Japanese yen. If the seller is a registered qualified invoice issuer, include the registration number in the quote. The number uses the Roman letter T plus 13 digits.
The most common Japan quote problem is mixing taxable, reduced-rate, exempt, and out-of-scope items into one undifferentiated total. Separate line items by tax treatment before the buyer approves the quote. That structure prevents a later invoice from showing a different tax amount than the quote the buyer accepted.
A sequential quote number helps internal tracking, but the National Tax Agency's six described items for a Japanese qualified invoice do not include a sequential invoice number. The tax-critical identifier is the qualified invoice issuer's registration number. For retail, restaurant, taxi, and similar businesses serving many unspecified customers, a simplified qualified invoice can be issued later and does not require the buyer's name.
