This calculation answers how much approved professional time is worth before and after Philippine tax treatment. Start with billable hours, exclude non-billable admin time, apply the agreed rate, and calculate the invoice amount in PHP. For a VAT-registered service provider, billable service fees are normally multiplied by 1.12 because VAT applies at 12% on gross sales from services.
The result matters for client quotes, timesheet review, invoice approval, and cash planning. It also separates fee math from payment timing. Private invoice payment timing in the Philippines is contract-based. For local-government procurement, properly supported payment requests must be paid as soon as possible and no later than 45 days, with unsupported or unaccepted portions withheld.
A Philippine billable-hours invoice starts with service fees, then follows the provider's VAT status. VAT-registered providers show VAT separately: total amount payable, VAT as its own item, and labels or breakdowns for taxable, VAT-exempt, or zero-rated components where applicable. For services, the VAT base is gross sales excluding VAT.
A provider whose gross annual sales do not exceed PHP 3,000,000 is generally VAT-exempt unless VAT-registered or outside the exemption. A non-VAT registered person under that threshold generally pays 3% percentage tax on gross quarterly sales instead of charging VAT to the client. That percentage tax is not the same as adding 3% VAT to an invoice.
The core formula is billable hours multiplied by the agreed hourly rate, plus applicable VAT when the provider is VAT-registered. If a project has more than one role or rate, calculate each line separately, add the pre-tax fees, then apply VAT to the taxable service amount. Non-billable time stays out of the invoice but still affects utilization and profitability.
For example, a Philippine consulting project includes 18 approved advisory hours at PHP 2,400 per hour and 11 approved research hours at PHP 1,800 per hour. The pre-tax service fee is PHP 63,000. If the provider is VAT-registered, 12% VAT adds PHP 7,560, making the total PHP 70,560. If total project time was 35 hours, the pre-tax yield is PHP 1,800 per total hour.
