Prepare a usable purchase file

A purchase order for Norway works as the buyer's instruction before the supplier issues an invoice. Use it to identify the buyer, supplier, PO number, order date, delivery details, item or service description, quantity, unit price, currency, payment terms, and the person who approved the purchase. The PO does not replace the supplier's invoice, but it gives you a control record.

Norwegian invoice rules make that control record valuable. Sales documentation must identify the transaction with a document number and date, seller and buyer, the type and scope of the supply, delivery timing or place where relevant, consideration, taxes including VAT, and the payment due date. A PO that mirrors those details makes invoice review faster and catches mismatches before payment.

Match Norwegian tax context

Norway's indirect tax is value added tax, commonly labeled MVA in Norwegian invoice and e-invoice specifications. Most enterprises must register in the VAT Register once VAT-liable turnover exceeds NOK 50,000 excluding VAT over a 12-month period. Charitable and non-profit organizations use a NOK 140,000 threshold. A supplier cannot include VAT on invoices until VAT Register approval.

Use the PO tax fields as expected invoice checks, not as the supplier's tax decision. Norway's normal VAT rate for 2026 is 25% for most goods and services unless a reduced, zero, exempt, or outside-scope category applies. For 2026, 15% applies to foodstuffs and water or wastewater services, and 12% applies to categories including passenger transport, cinema tickets, and letting of rooms.

Build fields that prevent disputes

A strong Norway PO separates commercial instructions from invoice validation. Put the supplier organization number, expected seller VAT identifier, delivery address, delivery date, line descriptions, unit quantities, NOK amounts, discount terms, and due-date expectation in distinct fields. Norwegian VAT e-invoice examples show the seller VAT identifier as NO plus the nine-digit organization number and MVA suffix, such as NO111222333MVA.

Leave room for local company wording when the supplier's invoice arrives. If the seller is a Norwegian limited company, public limited company, or Norwegian branch of a foreign company, the sales document must show the word "Foretaksregisteret". A PO does not need to become a tax invoice, but it should collect the details your reviewer needs to compare the PO, delivery proof, and supplier invoice.

Does a Norway purchase order need to follow invoice numbering rules?

A buyer's purchase order is not the supplier's sales invoice, so the invoice numbering rule applies to the supplier's invoice, not to your PO. Norwegian invoices must use a controllable sequence through pre-numbered forms or machine-assigned numbers. Your PO numbers should still be unique and traceable so the supplier invoice can reference the correct approval.

Should a Norwegian PO show MVA before the supplier invoices?

A Norway PO can show expected MVA treatment for checking purposes, but the supplier's approved VAT status controls the invoice. A business cannot include VAT on invoices until registration in the Norwegian VAT Register has been approved. Mark expected 25%, 15%, 12%, exempt, zero, or outside-scope treatment only when the purchase record needs that review cue.

Which currency should a Norway purchase order use?

Norwegian purchase orders normally use Norwegian krone, NOK, because Norwegian invoices are normally expressed in NOK. A PO should still carry clean buyer, supplier, delivery, line, currency, tax, and payment references so the later EHF invoice can match the order.
