Preparing quotes for Norwegian customers

What this page is for

Use this page to prepare a Norwegian quote before the sale becomes billable work. The quote should identify the seller, buyer, scope, price, currency, validity period, and payment expectations. Norwegian invoices are normally expressed in Norwegian kroner, so NOK pricing keeps the quote aligned with the document you issue after acceptance.

A quote is a commercial offer, not the final sales documentation. Still, the quote should collect details that Norwegian invoice rules later require, including party details, supply details, delivery timing or place where relevant, price, taxes including VAT, and payment due date. Clean quote data reduces rework when the accepted quote becomes an invoice.

Build the quote around MVA

Norway's VAT label is MVA. Most enterprises must register in the VAT Register once VAT-liable turnover exceeds NOK 50,000 excluding VAT over a 12-month period, while charitable and non-profit organizations use a NOK 140,000 threshold. A business cannot include VAT on invoices until its registration in the Norwegian VAT Register has been approved.

For 2026, Norway's normal VAT rate is 25% for most goods and services unless a reduced, zero, exempt, or outside-scope category applies. Reduced 2026 rates include 15% for foodstuffs and water or wastewater services, and 12% for categories including passenger transport, cinema tickets, and letting of rooms. A quote should label the expected tax treatment clearly, especially when different lines use different rates.

Collect invoice-ready details early

A Norwegian invoice must use a controllable numbering sequence, either pre-numbered or machine-assigned. Quotes do not need to use the invoice number sequence, but they should preserve a reference number so the buyer's approval, project record, and invoice can be matched later. Use a separate quote number and reserve invoice numbers for issued invoices.

If the seller is VAT-registered, the later invoice needs the seller VAT identifier in the Norwegian format: country code NO, the nine-digit organization number, and the MVA suffix, such as NO111222333MVA. If the seller is a Norwegian limited company, public limited company, or Norwegian branch of a foreign company, the sales document must also show the word "Foretaksregisteret".

Move from quote to managed billing

A free quote is enough when you need a one-off price proposal, a short scope, and a document the buyer can approve. It also works when the work is fixed fee and the final invoice will repeat the same commercial terms. Keep the accepted quote, buyer approval, price basis, and tax assumption with the job record.

A managed workflow becomes necessary when billable time, expenses, discounts, client defaults, or repeated invoices drive the final amount. Everhour Billing & Invoicing converts tracked billable time and expenses into invoices, calculates amounts from rates while excluding non-billable work, and supports invoice customization before export to QuickBooks Online, Xero, or FreshBooks.

Frequently Asked Questions

Does a Norwegian quote count as an invoice?

A Norwegian quote is a price offer, not the required sales documentation for a completed sale. The invoice later needs a document number, issue date, seller and buyer details, supply details, delivery timing or place where relevant, price, taxes including VAT, and payment due date. Keep the quote aligned with those fields so invoice creation stays clean.

Can a quote include MVA before VAT registration is approved?

A business cannot include VAT on invoices until registration in the Norwegian VAT Register has been approved. For a quote, state prices without charging MVA if registration is not approved. Add a note that VAT treatment will follow the seller's approved registration status and the applicable category at invoicing.

Which VAT rates should a Norway quote show?

Use the expected Norwegian VAT rate for each line, not one blanket rate across the whole quote. Norway's normal 2026 VAT rate is 25%. Reduced 2026 rates include 15% for foodstuffs and water or wastewater services, and 12% for categories including passenger transport, cinema tickets, and letting of rooms.

Which seller identifier belongs on a Norwegian quote?

A VAT-registered seller should prepare for the Norwegian VAT identifier format used on invoices: NO plus the nine-digit organization number plus MVA, such as NO111222333MVA. A Norwegian limited company, public limited company, or Norwegian branch of a foreign company should also be ready to show "Foretaksregisteret" on the sales document.

Which quote detail prevents payment disputes later?

The payment due date prevents the most common dispute. Norwegian sales documentation requires a payment due date, and late-payment interest rules generally allow interest from the agreed due date or, if none is agreed, 30 days after the creditor sends a written payment demand. Put clear payment terms on the quote before approval.

How does Everhour turn billable work into invoices after a quote is approved?

Everhour Billing & Invoicing converts tracked billable time and expenses into client invoices. It calculates invoice amounts from billable time, project or member rates, and billable expenses while excluding non-billable work, then supports export to QuickBooks Online, Xero, or FreshBooks with status details synced back.

How does Everhour keep invoice line items aligned with client expectations?

Everhour lets invoice data be grouped into line items by project, task, person, date, or another available breakdown. Client records can hold assigned projects, contact details, tax rate, discount, and payment terms, so repeat invoices use consistent defaults instead of manual reconstruction.

Turn quotes into invoices

Turn accepted quotes into billable work, then generate invoices from tracked time, rates, and expenses. Everhour keeps invoice status, amounts, and accounting exports connected to the Everhour benefit.
