Use this page to prepare a Norwegian quote before the sale becomes billable work. The quote should identify the seller, buyer, scope, price, currency, validity period, and payment expectations. Norwegian invoices are normally expressed in Norwegian kroner, so NOK pricing keeps the quote aligned with the document you issue after acceptance.
A quote is a commercial offer, not the final sales documentation. Still, the quote should collect details that Norwegian invoice rules later require, including party details, supply details, delivery timing or place where relevant, price, taxes including VAT, and payment due date. Clean quote data reduces rework when the accepted quote becomes an invoice.
Norway's VAT label is MVA. Most enterprises must register in the VAT Register once VAT-liable turnover exceeds NOK 50,000 excluding VAT over a 12-month period, while charitable and non-profit organizations use a NOK 140,000 threshold. A business cannot include VAT on invoices until its registration in the Norwegian VAT Register has been approved.
For 2026, Norway's normal VAT rate is 25% for most goods and services unless a reduced, zero, exempt, or outside-scope category applies. Reduced 2026 rates include 15% for foodstuffs and water or wastewater services, and 12% for categories including passenger transport, cinema tickets, and letting of rooms. A quote should label the expected tax treatment clearly, especially when different lines use different rates.
A Norwegian invoice must use a controllable numbering sequence, either pre-numbered or machine-assigned. Quotes do not need to use the invoice number sequence, but they should preserve a reference number so the buyer's approval, project record, and invoice can be matched later. Use a separate quote number and reserve invoice numbers for issued invoices.
If the seller is VAT-registered, the later invoice needs the seller VAT identifier in the Norwegian format: country code NO, the nine-digit organization number, and the MVA suffix, such as NO111222333MVA. If the seller is a Norwegian limited company, public limited company, or Norwegian branch of a foreign company, the sales document must also show the word "Foretaksregisteret".
A free quote is enough when you need a one-off price proposal, a short scope, and a document the buyer can approve. It also works when the work is fixed fee and the final invoice will repeat the same commercial terms. Keep the accepted quote, buyer approval, price basis, and tax assumption with the job record.
