An estimate for Saudi Arabia should state the scope, pricing basis, expected delivery, payment terms, and the tax treatment you expect to apply after approval. The estimate is not the tax invoice, so label it clearly and avoid treating it as the final VAT document. Use it to confirm the buyer, project, currency, line items, and approval trail before work starts.
The reader's practical job is simple: send a document the customer can accept without forcing the billing team to rebuild the invoice later. For a service estimate, include each service line, quantity or hours, rate, discount, expected VAT treatment, and total. If you quote in another currency, keep the Saudi riyal value ready for VAT reporting and invoicing.
A complete estimate starts with seller and buyer identity. Add the supplier name, address, tax identification number, customer name, customer address, contact person, estimate number, issue date, validity date, and payment terms. Keep the estimate number separate from the final invoice sequence so the accepted quote does not disrupt invoice numbering.
Line items need enough detail for approval and later invoicing. Describe each service or product, show quantity, unit price, discount or rebate, expected VAT rate, and line total. Saudi Arabia uses VAT at a 15% standard rate for taxable supplies that are not zero-rated or exempt, so the estimate should make the expected tax treatment visible before the buyer signs.
A Saudi tax invoice has stricter requirements than an estimate. A full tax invoice must show a sequential invoice number, issue date, supply date when different, supplier and buyer details, tax identification numbers where required, line descriptions, quantities, prices, VAT rate, VAT amount, and taxable amount by rate or exemption. Use the estimate to collect those details early.
Saudi VAT tax invoices must be issued in Arabic, in addition to any other language used on the invoice. The VAT amount payable on a Saudi tax invoice must be shown in Saudi riyals, even if other commercial amounts appear in another currency. A simplified tax invoice may apply for qualifying low-value supplies not exceeding SAR 1,000, subject to VAT regulation exclusions.

An estimate is a commercial quote, not the final Saudi tax invoice. It can list expected VAT, scope, prices, and payment terms, but the tax invoice must meet the VAT invoice rules when the supply is invoiced. Keep the estimate label clear, then issue the proper tax invoice after approval, delivery, or the billing trigger in the contract.
A Saudi estimate should show expected VAT treatment when the seller knows the supply is taxable, zero-rated, or exempt. Saudi Arabia's standard VAT rate is 15% for taxable supplies that are not zero-rated or exempt. Mark the amount as estimated or expected tax so the buyer understands that the final tax invoice controls the official VAT amount.

Phase 1 requires VAT taxpayers, except non-resident taxpayers, and parties issuing tax invoices on their behalf to generate and store tax invoices and notes through compliant electronic solutions from December 4, 2021. Phase 2 began on January 1, 2023 in taxpayer waves with ZATCA integration after notification.
