A Ukraine-focused invoice should give the buyer enough detail to approve the charge, match it to a contract, and pay in the right currency. Use hryvnias for Ukrainian monetary obligations unless the agreement and applicable rules support another arrangement. Include the service or goods description, quantity, unit price, tax treatment, payment term, seller details, buyer details, and a clear total due.
Ukrainian accounting also relies on primary documents. A primary document may be paper or electronic and must include the document title, date, issuer, transaction content and volume, responsible persons' positions and surnames, and a signature or other identifier. Treat the invoice as part of that evidence trail, especially when the invoice supports bookkeeping, client approval, or later reconciliation.
Ukraine distinguishes ordinary accounting source documents from VAT tax invoices. A commercial invoice or act supports billing and accounting records. A VAT tax invoice is a regulated electronic VAT document prepared by a registered VAT payer with an individual VAT payer tax number and registered in the Unified Register of Tax Invoices.
A VAT tax invoice has stricter structure than a general billing document. Its line items record the goods or services description, UKT ZED goods code or DKPP service code, unit, quantity or volume, net unit price, VAT-rate code, taxable supply amount excluding VAT, and VAT amount. Its totals show the amount payable including VAT, VAT amounts, and supply totals by rate code.
Ukraine's VAT rates include 20%, 14%, 7%, and 0%. Use the rate that matches the transaction category instead of treating VAT as a single default line. Compulsory VAT registration generally starts when taxable transactions exceed UAH 1,000,000 during the past 12 consecutive months, with voluntary registration available before that threshold.
VAT tax invoices must be prepared electronically with an authorized person's qualified or qualifying advanced e-signature and registered in the Unified Register of Tax Invoices. They are completed in Ukrainian, and monetary fields use hryvnias with kopiykas unless the tax-invoice procedure provides otherwise. The sequential VAT tax invoice number contains only digits, cannot duplicate another invoice for the same date, and cannot begin with zero.
