The finished document should identify the seller and buyer, assign an invoice number, show issue and due dates, list the work performed, and state the amount due with payment terms.
A private-sector United States invoice does not follow one federal invoice-format statute or a national VAT/GST invoice regime. For ordinary business records, the IRS allows a recordkeeping system suited to the business when it clearly shows income and expenses. Sales tax treatment depends on state and local rules, nexus, the taxability of the engineering service or deliverable, and where the sale occurs. Washington, for example, has a 6.5% state sales tax portion plus a local portion that varies by city or county.
Service taxability also changes by state and service type. California generally taxes retail sales of tangible personal property and only some service or labor charges, while Texas defines 16 broad categories of taxable services. Add a sales-tax line only when the transaction requires it, and use any required state seller permit or sales-tax account details instead of a nonexistent United States VAT/GST number.
A one-off template is enough for a single engineering invoice, a simple project milestone, or a client that only needs a PDF with clear line items and terms.
