Agency client billing starts with turning Basecamp project work into a clean record the client and finance team can both follow. The practical output is a reviewed set of hours with the right client, project, to-do, person, date, note, billable status, rate, and amount. The record should explain why the client is being charged and leave internal time visible for margin review.
Agency billing fails when the invoice total is separated from the work trail. Keep the Basecamp project, to-do list, and to-do as the backbone, then attach billing decisions before the invoice is drafted. Retainers, time-and-materials work, and mixed-fee projects all need the same control: approved hours, clear exclusions, and a rate source that finance can defend.
Basecamp projects, to-do lists, and to-dos give the billing record its work context. Preserve the to-do title, notes, assignee, subtasks, due date or date range, recurring schedule, and completion status where those details explain the client work. A task labeled Homepage QA with a short note is easier to defend than a loose entry labeled testing.
A client-facing backup should connect each time entry to the same project and to-do structure the client recognizes. Include person, date, hours, comments, billable status, billable amount, and any non-billable time kept for context. Reports built from project, to-do, list, task ID, and task status fields give finance the detail needed to group invoice lines without rewriting the work history.
The clean split starts at the project billing setup. A project can be treated as hourly project rate, hourly member rate, fixed fee, or non-billable, and a synced to-do task inside a billable project can still be excluded from billable totals. For projects billed by member rate, a specific person's project rate can be set to 0 when all of that person's work should stay non-billable.
Rates need the same discipline. Use a project rate when the client pays one blended rate, member rates when the contract prices people differently, and custom task rates for time-and-materials work that has a special price. Date any rate change from the day it takes effect so older approved work keeps its original value in reports.
A one-off billing tool is enough for a small job with a single client, a short list of Basecamp to-dos, one rate, and no approval round. It gives you a quick invoice backup. The person preparing it still has to check billable status, rates, notes, and duplicate entries before sending anything to the client.

Start from the client agreement, then map that agreement to projects and synced to-do tasks. Bill client-approved delivery work, mark internal administration and excluded tasks as non-billable, and keep both categories in the review file. The invoice total should come from approved billable time, while non-billable time remains visible for scope, margin, and staffing review.
Set the default at the project level. Project billing status chooses hourly project rate, hourly member rate, fixed fee, or non-billable. Inside a billable project, mark the specific to-do task non-billable when the client should not pay for that work. This structure keeps the default simple and reserves exceptions for named tasks.
