Turning annual income into an hourly rate

What this calculation answers

This calculation answers one practical question: the RMB amount you need to charge per billable hour to support a target annual income in mainland China. It works for freelancers, consultants, and independent service providers who quote hourly work, compare fixed-fee projects, or reverse-engineer a day rate into an hourly floor.

China's National Bureau of Statistics reported 2025 average annual wages for urban employees nationwide of CNY 129,441 in non-private units and CNY 71,590 in private units. Those figures give you a local benchmark, but a contractor rate also needs overhead, unpaid admin time, social-insurance replacement, and tax reserves.

Build the rate from billable hours

Start with annual income target, then add business overhead and a reserve for tax, pension, medical insurance, and unpaid time. Divide that total by realistic billable hours, not total working hours. A 40-hour workweek never produces 2,080 billable hours after proposals, client calls, bookkeeping, training, revisions, and collection time.

For example, say you want CNY 180,000 in usable annual income, expect CNY 42,000 in software, workspace, equipment, and professional costs, and reserve CNY 48,000 for tax and benefits replacement. The required revenue is CNY 270,000. If you expect 1,200 billable hours, the required rate is CNY 225.00 per billable hour.

China's individual income tax law requires foreign-currency income to be converted into RMB for tax calculation, and VAT sales amounts are also calculated in Chinese yuan. Personal-service income for China tax residents generally falls under comprehensive income, taxed at 3% to 45% after the CNY 60,000 annual deduction and a 20% modified-income deduction for personal services.

Business-style activity can fall under business income, taxed at 5% to 35% after costs, expenses, and losses. China has no local taxes on personal income, so the IIT layer is national rather than province- or city-level. VAT also changes pricing: services generally use a 6% VAT rate, while small-scale taxpayers use a simplified statutory 3% collection rate when eligible.

Check VAT before quoting

VAT exposure can turn a profitable-looking hourly rate into an underpriced one. From January 1, 2026 through December 31, 2027, small-scale taxpayer VAT thresholds are CNY 100,000 monthly sales, CNY 300,000 quarterly sales, or CNY 1,000 per transaction or day for per-occurrence taxpayers, with certain recurring natural-person activities aggregated monthly.

A China hourly quote should separate your base labor rate from invoice tax treatment. If a client requires a VAT invoice, price the commercial arrangement before agreeing to a fixed all-in hourly amount. Flexible workers also need a benefits line because China's Social Insurance Law allows eligible flexible workers to elect basic old-age insurance and basic medical insurance.
