Capacity inputs that shape utilization

The question this answers

Capacity utilization in China answers one practical question: how much of a person's available working capacity turned into billable or productive work. The numerator is the work you count as utilized, usually billable client hours or productive project hours. The denominator is the capacity base you choose, and China-specific holidays and statutory annual leave change that base.

A firm can use a gross annual denominator, such as 2,080 hours from a 40-hour week, for a broad capacity view. A tighter utilization calculation uses scheduled available hours after national public holidays and statutory annual leave. China's rules affect the denominator, not the billable-hours numerator or the firm's target rate.

The formula and example

Use this formula: capacity utilization rate = utilized hours / available capacity hours × 100. If a China-based consultant logs 1,428 billable hours in the year and the available-hours denominator is 1,904 hours, utilization is 75%. That denominator reflects the 1,984-hour holiday-net scheduled capacity before annual leave, minus 10 statutory annual leave days at 8 hours per day.

The calculation changes when the leave band changes. China's statutory paid annual leave bands are 5, 10, or 15 days depending on cumulative years of service. Using the same 1,984-hour holiday-net base, available annual capacity becomes 1,944, 1,904, or 1,864 hours. The same billable total produces a higher utilization rate when the available-hours denominator is lower.

China capacity assumptions to set first

China's ordinary full-time capacity denominator is commonly based on 8 hours per day and 40 hours per week. For a total-capacity view, that creates 2,080 annual hours before subtracting public holidays, statutory annual leave, sick leave, or company PTO. That number is useful for high-level staffing, but it overstates available working time for utilization review.

From January 1, 2025, China has 13 national public-holiday days for all citizens. At 8 hours per day, those holidays remove 104 hours from an annual scheduled-hours denominator. China also requires a substitute holiday on a working day when a national holiday for all citizens falls on Saturday or Sunday, so holiday-net capacity should still include the statutory holiday reduction.

Calculator versus managed workflow

A one-off calculator is enough when you need a quick annual or monthly utilization check for one person, one team, or one staffing scenario. It works well when the inputs are already clean: billable hours, capacity base, public holidays, leave days, and the period being measured. The result gives you a rate, not an operating record.

A managed workflow becomes necessary when utilization feeds staffing, billing, payroll review, or manager approvals. Everhour Team Management supports weekly capacity, personal tracking limits, approval workflow, lock rules, roles, project assignments, and team groups, so capacity assumptions and approved time records stay consistent after the initial calculation.

Frequently Asked Questions

What denominator should a China utilization calculation use?

Use the denominator that matches the decision. A gross view can use 2,080 annual hours from a 40-hour week. An available-hours view should subtract China public holidays and statutory annual leave. For 2025 onward, national public holidays total 13 days, and statutory annual leave is 5, 10, or 15 days based on cumulative service.

How do China public holidays affect available capacity?

China public holidays reduce the available-hours denominator when you calculate scheduled capacity. From January 1, 2025, national holidays for all citizens total 13 days. At 8 hours per day, that removes 104 hours. A substitute workday holiday applies when a national holiday for all citizens falls on a Saturday or Sunday.

Should annual leave and public holidays be subtracted separately?

Yes. China's paid annual leave rules state that national statutory holidays and rest days are not counted as annual leave. A utilization denominator that uses available working hours should subtract statutory public holidays and statutory annual leave as separate categories, then apply any company PTO or unpaid absence rules separately if your policy requires them.

Does China set a national utilization target?

No statutory national professional-services utilization target exists in China. National rules set working-time, holiday, and leave inputs that shape available capacity. The target utilization rate remains a firm-level or industry-benchmark policy choice, such as a consulting, agency, legal, engineering, or support-team target.

Why can two China utilization rates differ for the same person?

Two rates can differ because the denominator changed. One report may use 2,080 gross hours, while another uses 1,904 available hours after public holidays and 10 statutory annual leave days. The billable-hours numerator can be identical, but the utilization percentage rises when the available-hours denominator is lower.

How does Everhour manage capacity policies for China teams?

Everhour Team Management lets admins set weekly capacity, personal tracking limits, approval workflows, lock rules, roles, project assignments, and team groups. A manager can align capacity settings with the chosen China denominator, approve submitted time, and prevent late edits after the review period closes.

How can Everhour show utilization after time is approved?

Everhour Reporting turns approved time, budgets, costs, and project data into configurable reports with columns, grouping, filters, date ranges, and exports. Teams can compare billable time with capacity assumptions, then download CSV, Excel/XLSX, or PDF files for finance or management review.

Turn capacity into approved time

Set China capacity rules once, approve team time, and keep utilization reviews tied to locked records. Everhour Team Management gives managers a cleaner long-term workflow.
