Capacity utilization in China answers one practical question: how much of a person's available working capacity turned into billable or productive work. The numerator is the work you count as utilized, usually billable client hours or productive project hours. The denominator is the capacity base you choose, and China-specific holidays and statutory annual leave change that base.
A firm can use a gross annual denominator, such as 2,080 hours from a 40-hour week, for a broad capacity view. A tighter utilization calculation uses scheduled available hours after national public holidays and statutory annual leave. China's rules affect the denominator, not the billable-hours numerator or the firm's target rate.
Use this formula: capacity utilization rate = utilized hours / available capacity hours × 100. If a China-based consultant logs 1,428 billable hours in the year and the available-hours denominator is 1,904 hours, utilization is 75%. That denominator reflects the 1,984-hour holiday-net scheduled capacity before annual leave, minus 10 statutory annual leave days at 8 hours per day.
The calculation changes when the leave band changes. China's statutory paid annual leave bands are 5, 10, or 15 days depending on cumulative years of service. Using the same 1,984-hour holiday-net base, available annual capacity becomes 1,944, 1,904, or 1,864 hours. The same billable total produces a higher utilization rate when the available-hours denominator is lower.
