Purchase order records for Portuguese suppliers

Set up the buying record

A Portugal-focused purchase order should identify the buyer, supplier, delivery contact, purchase order number, issue date, requested delivery date, currency, payment terms, and approval owner. Use EUR for totals unless both parties have agreed to another currency for the commercial order. Keep the purchase order number unique inside your business so the supplier can quote it on the invoice.

The purchase order should also collect the supplier name, address, and tax identification details because the later Portuguese IVA invoice has stricter statutory content. Portuguese VAT invoices must show the supplier's and taxable buyer's names, registered office or address, and Portuguese tax identification numbers. A non-taxable buyer's NIF is mandatory when the buyer requests it.

Build IVA-ready line items

Each line should name the goods or services in plain business language, with quantity, unit, unit price, discount, expected tax treatment, and line total. A vague line such as "services" creates matching problems after delivery. A stronger line says "Website maintenance, June 2026, 20 hours at €45 per hour," then shows the expected net amount before IVA.

Portugal's mainland IVA rates are 23% standard, 13% intermediate, and 6% reduced; autonomous-region rates can differ. The purchase order should not pretend to be the final tax invoice, but it should leave room for the correct IVA rate, exemption reason, and taxable value. That structure helps finance compare the purchase order, goods receipt, and supplier invoice without rebuilding the commercial terms.

Avoid invoice compliance confusion

A purchase order authorizes a purchase. It does not replace the supplier's VAT invoice. Portuguese VAT taxable persons must issue an invoice for each supply of goods or services and for advance payments, even if the buyer does not request one. The supplier's invoice, not the purchase order, carries the final fiscal document number, issue date, VAT amount, and statutory invoice wording.

Portuguese VAT invoices must be dated and sequentially numbered. They generally need a two-dimensional QR code and a unique document code, and businesses subject to Portuguese invoicing rules must electronically communicate invoice data to Autoridade Tributária e Aduaneira by the 5th day of the month after issue. Keep the purchase order focused on approval and matching, then require the supplier's compliant invoice for accounting.
