A utilization report shows the destination of available team time during a selected period. For Linear work, tie tracked hours to the issue, project, assignee, cycle, status, and date range that explain the work. The useful output is a compact view that shows capacity used, billable share, non-billable load, and cost without asking reviewers to inspect every issue.
Define the ratio before anyone reads the result. Use utilization as tracked project time divided by working capacity for the same date range. Use billable utilization as billable tracked time divided by the same capacity base. A member with 30 tracked project hours and 40 available hours is 75% utilized; if 24 of those hours are billable, billable utilization is 60%.
Start with a narrow period, then add the fields that answer the review question. Member shows workload. Project shows where capacity concentrated. Issue shows the work that consumed time. Cycle groups delivery periods. Date range reveals spikes and gaps. Billable status separates client-chargeable work from internal effort. Cost and billable amount belong in the same review only when the audience needs money detail.
Keep estimates on Linear issues out of the utilization denominator. Estimate values describe effort or size for planning; tracked hours describe time actually spent. A clean report can show both, with estimate data beside actual hours, remaining work, or over-estimate hours. Reviewers then see whether the team used capacity as planned without converting issue size values into payroll, billing, or utilization numbers.
Project grouping answers whether a client, product area, or initiative absorbed more capacity than expected. Issue grouping explains the actual work behind a spike. Member grouping shows uneven load and utilization gaps. Cycle grouping gives engineering leads a cadence view for retrospectives. Date grouping shows whether the work landed steadily or clustered near the review deadline.
Billable and non-billable time need one shared view before they split into separate summaries. A high overall utilization rate can still hide low billable utilization when internal work consumes the week. Marking the status at the task or project level lets the report show both the capacity story and the invoice story without mixing them.

Approved time off should reduce available capacity when the report measures usable team time. Keep the absence separate from tracked project hours so vacation, sick leave, and holidays do not look like delivery work. A finance-facing report can also show gross capacity, but label that version clearly.
Internal meetings belong in the report when they consume capacity that managers need to plan around. Put them in a separate non-billable project, issue, or category so they do not inflate delivery utilization. Client-specific meetings can stay with the client project when they support billable work.
Closed periods make utilization trends easier to read. Use completed weeks, completed months, or completed cycles instead of mixing partial and finished ranges. A partial current week can sit in a live dashboard, but exclude it from trend comparisons until the period closes and late entries are reviewed.
Exclude duplicate entries, test entries, and time logged to the wrong issue before calculating the report. Leave corrected non-billable work in the dataset, because it still used capacity. A cleaner report comes from fixing entry quality first, then grouping the remaining hours by member, project, and cycle.
Review weekly when the report drives staffing, cycle retrospectives, or client delivery decisions. Review monthly when finance needs a cleaner cost or billing summary. Keep the date range consistent across periods. Changing a report from calendar weeks to rolling ranges makes utilization trend lines hard to compare.
